The president’s handlers did not want to admit as much during the campaign, for fear of disclosing information related to his personal security while he was on the campaign trail.

Salon asks: “So which is it?” Well, given that the first explanation involves anonymous Secret Service sources pointing out that they don’t like to talk about Bush’s security precautions, that sort of answer itself, and explains Rove’s line… doesn’t it?
